5, 2003 At the invitation of Viktor Yuschenko, director of TIGER - professor Grzegorz W. Kolodko
took part in the international conference on "Modern risks and goals of the democratic development in
Ukraine". Among the hosts of the Kiev based conference were: Agency for Social Analysis and Open Society
Institute. During the conference professor Kolodko participated in a panel on "Modern contexts of the
world development. Possibilities of a new self-determinantion of Ukraine". December
2, 2003 Research Assistant in TIGER - Andrzej Bolesta participated in the seminar organised by
the Institute for Developing Countries, Warsaw
University, where he discussed the Chinese systemic reforms and economic situation in Zimbabwe. The meeting
was a part of a series entitled "Dialogs of the Third World". November 2003
The European Commission in its most recent "Comprehensive
monitoring report on Poland's preparations for membership" points out that the program of the fiscal
reform, accepted by the government in March 2003 (known as the "Program for Restoration
of Poland's Finances" and prepared in collaboration with TIGER's reseachers), has been practically
abondoned and the government's willingness to implement fiscal reforms is in doubt. Full

Tigers Science Club attended a seminar, organized together with Professor Grzegorz W. Kolodko - 3rd
in the series on the "Management of the Cultural Institutions". After the Polish National Opera and the
Polish National Library, Little Tigers visited National
Philharmony, where they listened to the sympfonic concert in centenary of Aram Chaczaturiana's birthday
- the Suite from the Ballet "Gajane" - fragments (Young Girls Dance, Lullaby, Dance with Sabres, Hopak),
the Violin Concert and the II-th Symphony. The seminar was conducted by the General and Artistic Director
of the National Philharmony, Mr. Antoni Wit.

on "Institutional changes in Poland's market economy", during which professor Grzegorz W. Kolodko presented
a paper entitled "Institutions and policy vs. economic growth". November 15-16,
2003 On 12th November 2003 Director of TIGER -- Professor Grzegorz W. Kolodko -- participated
in the BBC
World Service TV debate, which was aired worldwide on the weekend of 15/16 of November (on Saturday
at: 14:10 and 23:10 CET and on Sunday at: 16.11, 10:10 and 19:10). The title of the debate was "The Business
of Integration". BBC World's main presenter, Nik Gowing, moderated the debate. With the political process
for next May's European Union enlargement largely on track, the debate focused on the following problems:
Whether the "new Europe" will be a more attractive place to do business? Where will the business growth
and economic dynamism come from in the integrated European Union space? What are the risks involved and

October 28, 2003 In London professor Grzegorz W. Kolodko had a meeting
with a group of global investors, bankers of the Citibank Group and representatives of a number of financial
institutions, during which he presented an assessment of Poland's economy and development perspectives
in the context of the European integration process and perturbations of the Polish financial market. The
speech of the former deputy premier and the Minister of Finance of Poland significantly calmed investors'
expectations and positively influenced the process of market stabilization, despite the unfavourable signals
stemming from the incorrect coordination of the budget policy by the government and of the monetary policy
by the central bank. October 24 - 25, 2003 Director of TIGER, Professor
G. W. Kolodko -- at the invitation of Professor Joseph E. Stiglitz, the Nobel Prize Laureate -- attended
in the conference on "Economics for An Imperfect World" at Columbia University on October 24 and 25. Program

October 13, 2003 Considered, by the Financial
Times, the fourth best school of business in Europe - Instituto
de Empresa in Madrid organized serial meetings of the Business leadership Forum. This time, at the
invitation of its president - professor Guillermo de la Dehesa - the guest of the Forum was the director
of TIGER professor Grzegorz W. Kolodko. He gave a special lecture on global implications of post-socialist
transformation. The former guests include: Paul Krugman, Rudi Dornbusch, Robert Rubin, Javier Solana,

5, 2003 Professor Grzegorz W. Kolodko completed his 10th marathon. This time, together with two
thousand participants, he took part in the Poznan Marathon. Time: 3h 51min 29sec.

19-29, 2003 Director of TIGER - professor Grzegorz W. Kolodko visited China, where he presented
a paper on the implications of globalization for the socio-economic development at the Southwest University
of Finance and Economics in Chengdu. He had also visited Tibet, where in Lhasa he gave lecture about the
impact of the WTO membership on economic growth in post-socialist
states in transition. 
At
the campus of South West Economic and Finance University in Chengdu (Sichuan Province). August
2003 During his visit to Vilnius Prof. Grzegorz W. Kolodko discussed with the Finance Minister
of Lithuania - Ms. Dalia Grybaurskaite - the finance and budgetary situation in Poland and Lithuania,
as well as perspectives for monetary convergence and joining the Euro already in the year 2007. Prof.
Kolodko gave Ms. Grybaurskaite his latest book "Globalizacija ir posocialistiniu
saliu vystymosi perspektyvos" published recently in Lithuanian.

2003 The Journal
of Emerging Market Finance printed the article by prof. Grzegorz W. Kolodko, entitled "Globalisation
and Transformation: Illusions and Reality". August 30 - September 17, 2003
In the first half of September, at the invitation of the Russian
Academy of Sciences, professor Grzegorz W. Kolodko was in Russia, visiting: Siberia, the Far East
and Moscow. At universities in: Novosibirsk, Tomsk, Omsk, Irkutsk, Vladivostok, Khabarovsk and also in
Moscow's research institutes, that belongs to the Academy of Sciences, he took part in consultations and
seminars and he also delivered the cycle of 14 lectures, discussing the topics connected with globalization,
transformation, the economy of growth and the policy of regional growth. During his stay in Moscow, he
met with the vicepresident of the Russian Academy of Sciences and member of Tiger Scientific Advisory
Board, professor Aleksander Nekipelov. 
In the harbour, at the Amur River in Khabarovsk, in Russia's Far East August
3, 2003 Professor Grzegorz W. Kolodko run the Mt Meru Marathon in Tanzania. In the shadow of Kilimanjaro
he finished with the time: 3h 42mins 12sec. It was his ninth marathon, third this year, and the first
one in Africa and southern hemisphere. 
On
the Mt. Meru International Marathon finish in Arusha, Tanzania (3h 42m 12s) with faithful fans, daughters
Julia and Gabrysia. July 27 - August 11, 2003 At the invitation of professor
H.K.R. Amani - director of the Economic and Social Research
Foundation (ESRF), professor Grzegorz W. Kolodko visited Tanzania. Apart from consultations on the
economy of development and financial policy, director of TIGER presented two seminars on the subjects
of liberalization, globalization and structural reforms. He also gave lecture entitled: Globalization

Grzegorz W. Kolodko led the press conference, during which he presented the report “The

for the project entitled: Information & Communication Technologies as Drivers of Economic Development

the situation in Poland, social implications of systemic transformation and globalization, and - from
this perspective - desired directions of socio-economic development policy.

on the Eve of Accesion" at Forum of the Federation of Austrian Industry. May
25, 2003 Professor Grzegorz W. Kolodko, run his 8th marathon within last two years. After Torun,
Toronto, San Diego, Krakow, Helsinki, New York and Los Angeles it was Vienna. In 33C heat (!) he completed
the Vienna marathon in 4h 29min and 41sec, what gave him 5016 place. For about 10 600 runners who participated
in 20th Jubilee Vienna City Marathon, the run was completed by 7778 runners.

economist, currently the Vice Chairman of Citigroup. Former First Deputy Managing Director of the International
Monetary Fund (from 1994 to 2001) and Chief Economist at the World Bank (from 1988 to 1990). The lecture
on “Globalization and its Challenges” was a part of the "WSPiZ
and TIGER Distinguished Lectures Series". Mr. Fischer is the author of "Macroeconomics" (with Rudi

At the invitation of youth from secondary school and local authorities from Grodzisk Mazowiecki, Deputy

school students. It was discussed about EU accesion, with “安iadomi do Unii” (Conscious to
EU) slogan, and about the healthy and sporty life style of prof. Kolodko. There was also time for girls
dance hip-hop formation appearance and for discotheque.

21, 2003 The Russian Academy of Science has invited professor Grzegorz W. Kolodko - the director
of Tiger - to take place in International Science Board of the new quarterly published, social-economical
magazine "Mir pieremien" ("The World of changes"). Professor Grzegorz W. Kolodko published in recent years

of European Union in Athens. During the summit conference preaccessional treaty concerning joining 8 postsocialist
European countries (Czech Republic, Estonia, Lithuania, Latvia, Poland, Slovakia, Slovenia and Hungary)
and two Maditerranean (Cyprus and Malta) to European Union was signed. Poland will be a member of EU from
the 1st of May 2004. Before that national referendum, which will take place on 7-8th June 2003, has to
succeed.

was awarded by the Warminsko—Mazurski Klub Biznesu, “The Personality of the Year 2002 of Warmia
and Mazury” for determination and unconventional, but effective work for the state’s public
finances and support of entrepreneurship.

were given on the occasion of the 30th anniversary of “Sygna造 Dnia” Programme. Professor
Ko這dko is one of three winners of this prestigious award.

a seminar on “The
EU Enlargement. Implications for the Global Economy and for East Central European Countries”.
Professor Kolodko was a Visiting Professor at the Department of Economics in 2000. March
2, 2003 Prof. Grzegorz W. Kolodko completed his yet another marathon. This time it was the “XVIII
The City of Los Angeles Marathon” held in Los Angeles, CA, USA. Prof. Kolodko covered the whole
distance of 26,2 miles in 4 h 16 min. and 53 sec., which gave him 3162th place in the overall standing
among more than 22 thousand participants. More..

— 5, 2003 Marcin Piatkowski, Research Director, took part in the workshop on “Factors
and Impacts in the Information Society: A Prospective Analysis in the Candidate Countries” in the
framework of an EU research grant won by TIGER. The workshop took place in Seville, Spain, at the Institute
for Prospective Technological Studies affiliated at the EU.
